The Missouri Department of Transportation St. Louis District is conducting a one-time purchase to upgrade its traffic control equipment from the discontinued PCMT 8000 Conflict Monitors to the PCMT 8800 Conflict Monitor Tester replacements. This upgrade is necessary because the previous model is no longer supported on operating systems newer than Windows 11 and suffers from processor unavailability and limited repair services. As part of this procurement, existing PCMT 8000 units will be traded in, and the agency has identified Athens Technical Specialists Inc. as the single feasible source capable of providing the required replacements. The solicitation, numbered MODOT SL 0000000091SL, specifies that awards will be based on the lowest and best bid that complies with all mandatory specifications and Missouri statutes. Key requirements include compliance with the Domestic Products Procurement Act, which provides a 10 percent preference for goods manufactured in the United States. The contract mandates that all personnel be eligible to work in the U.S. and requires adherence to various non-discrimination statutes and civil rights acts. Invoicing must be itemized and reference the purchase order number, with payments made in arrears. MoDOT retains the right to reject any equipment that is defective or does not meet specifications, with the contractor bearing the cost of returning rejected shipments for credit or replacement.
