The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is conducting market research through a Request for Information (RFI) to gather capabilities related to the lifecycle management, modernization, and in-service support of Rolls-Royce Marine Gas Turbine Engines and associated shipboard auxiliary systems across the U.S. Navy fleet. This RFI, identified as N64498-26-RFPREQ-PD-42-0030, is not a solicitation for proposals and does not obligate the Government to award a contract; it is issued solely under FAR Part 10 for planning purposes, with no compensation offered for responses. All submissions become Government property and may not be returned. Respondents are required to disclose their business size (small or large) and applicable socioeconomic designations, including WOSB, SDVOSB, HUBZone, and 8(a), along with their Unique Entity Identifier, and provide information on their ability to support the required technical services outlined in the attached Statement of Work. The scope of work involves non-personal services supporting the Product Improvement Program (PIP), including technical engineering, fleet maintenance, obsolescence and DMSMS management, facility assessments, configuration control, and participation in program reviews. Performance is expected at NSWCPD in Philadelphia and other government sites such as Mayport, Norfolk, San Diego, Yokosuka, and Pearl Harbor, with access limited to standard business hours. Compliance with strict security requirements is mandatory: all personnel must be U.S. citizens with at least a Confidential clearance and a Tier 3 background investigation, and the contractor must obtain a Facility Security Clearance within a timeframe to be determined post-award or risk contract termination.
