Peavine Water Pipeline Replacement Project

The San Lorenzo Valley Water District is undertaking the Peavine Water Pipeline Replacement Project to repair infrastructure severely damaged by the 2020 CZU Lightning Complex Wildfire. The project involves replacing approximately 1.2 miles of pipeline with new HDPE pipe between Peavine Creek and Foreman Creek near Boulder Creek in Santa Cruz County. Construction is anticipated to last approximately six months, scheduled from June or July through October 2026, with the possibility of pausing until spring or summer 2027 if not completed before the rainy season. Equipment and material staging will be managed at the Johnson Storage Facility in Boulder Creek. The scope of work requires the new pipeline to be attached to existing structures at Peavine Creek crossings in the same manner as the original pipe, with support poles attached to existing concrete structures to avoid impeding waterflow. The project is classified as a Class 2 Replacement or Reconstruction project under CEQA Guidelines, with no significant environmental impacts expected. Strict compliance with federal, state, and local laws regarding hazardous materials is required. Environmental protections are a critical component of the contract. Contractors must implement best management practices for erosion and sediment control, including the use of fiber rolls, silt fencing, and stabilized construction entrances. All personnel must undergo environmental awareness training conducted by a qualified biologist. To protect special-status amphibians, including the Santa Cruz Black Salamander and various frog species, ground-disturbing activities within 200 feet of Peavine and Foreman Creeks are prohibited between November 1 and March 31, as well as during rain events or the 48 hours following them, unless a biologist conducts a site investigation within 24 hours of the activity.
