Penetration Aircraft Skin Trainer

The 6th Contracting Squadron (6 CONS) at MacDill AFB intends to issue a sole source Firm-Fixed Price (FFP) purchase agreement to Airport Professional Services, 13705 South 18th Street, Bellevue, Nebraska 68123. The vendor shall provide one (ea) Penetration Aircraft Skin Trainer (PAST) and one (ea) Foundation Anchor System using other than full and open competition procedures pursuant to Federal Acquisition Regulations Part 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Airport Professional Services, LLC. is the only responsible source. This product closely approximates the actual height, curvature, and resistance of an aircraft fuselage. No other vendor was identified through market research that can provide this type of equipment due to patent ownership. They are the one and only vendor that produces an aircraft skin penetration simulator for fire department training. Market research was conducted using various methods to include: Posting of Request for Information on FedBizOpps, internet searches and telephone inquiries. No other vendor responded or expressed interest in participating in the requirement. The Government intends to award a onetime purchase agreement to vendor specified above. The North American Industry Classification System is 332999 and the size standard is 500 employees. "This notice of intent is not a request for competitive proposals and the Government will not be responsible for any cost incurred in proposal preparation. A determination by the Government not to compete the proposed contract based upon responses to a previous notice is solely within the discretion of the Government. The 6th Contracting Squadron will post this notice until 1:00pm EST (Eastern Standard Time) 8 September 2008 and intends to award purchase agreement after expiration of this notice.
