Penn Hills 2026 CCTV Inspection Contracts

Sealed proposals for the Penn Hills Xtreme Skate Park Demolition and Reconstruction must be submitted electronically via PennBid by 10:30 a.m. prevailing time on Monday, July 20, 2026, with no hard copies accepted. The project includes complete demolition of existing skate park features such as skate equipment, pavilion, bituminous paving, and fencing, followed by reconstruction involving bulk excavation, site grading, topsoil placement, erosion and sedimentation controls, new concrete pads and sidewalks, and installation of a chain-link fence either mounted on or off the concrete pad depending on the base or alternate bid option. All work must comply with Pennsylvania prevailing wage requirements and be performed in accordance with the EJCDC C-700 Standard General Conditions and supplementary conditions provided in the contract documents. A mandatory pre-bid meeting on July 13, 2026, at the Municipal Building in Penn Hills is required for bid responsiveness, and attendance must be full and verified through sign-in; early departure voids compliance. Each bid must include a certified check or surety bond equal to ten percent of the total bid amount, and successful bidders must provide performance and labor and material payment bonds at 100% of the contract value, along with certificates of public liability, property damage, and workers’ compensation insurance. Bids must remain firm for sixty days after submission, and failure to execute the contract within ten days of award results in forfeiture of bid security. The Municipality will award the contract to the lowest responsive, responsible, and qualified bidder based on evaluation of past performance, financial stability, equipment adequacy, technical experience, and payment history to subcontractors and suppliers. The contract may be awarded for all or portions of the work using the unit prices submitted, and the Municipality retains full discretion to reject any or all proposals without cause. Final completion requires submission of a one-year maintenance bond for 100% of the final contract value, and final payment will not be released until this bond is approved. Payment applications are due monthly on the 15th and must include certified payrolls and a schedule of values, with daily quantity verification required between the contractor and onsite inspector. All materials must be delivered in original, sealed packaging with appropriate labels and handling instructions, and construction schedules must account for procurement, manufacturing, and review timelines. Contractors must adhere to OSHA standards, provide a non-collusion affidavit, and demonstrate legal authority to operate in Pennsylvania with valid licensing.
