AI Contract Overview
The PENTA Building Group, on behalf of California State University, Long Beach (CSULB), is seeking prequalification documentation from design-build subcontractors for the University Student Union Renovation and Expansion Phase 1 project. Located in Long Beach, CA, this project involves significant renovations of approximately 180,000 gross square feet, including 160,000 square feet of interior space and 20,000 square feet of outdoor areas. Additionally, the scope includes demolition of the existing University Dining Plaza and the construction of a new 61,000 square foot addition. With a target budget of $20 million, the project aims to achieve high sustainability standards, requiring LEED Gold Certification and surpassing Title 24 energy compliance by 10%. Subcontractors interested in contributing to this project, particularly in HVAC, ductwork, hydronic piping, and BMS controls, must follow a structured prequalification process. Prequalification is mandatory for those seeking to submit bids; only those who meet CSULB and PENTA's criteria will receive requests for proposals. The contract details a two-phased project delivery approach, encompassing Phase 1 - Design and Preconstruction Services, and Phase 2 - Design-Build Construction Services. The prequalification process mandates the submission of documents by April 23, 2025, to Zack Hagan at PENTA. Interested subcontractors should demonstrate past relevant project experience, a comprehensive project approach, and any unique qualifications they possess, with top evaluations emphasized on projects of similar scope, experience on active campuses, and publicly funded projects. Following prequalification, the selection process will yield four candidates to receive requests for proposals, with a subsequent evaluation phase, including interviews, to ensure the most competitive, responsible bids are selected. There are specific participation goals for disabled veteran business enterprises and small business enterprises, with potential bid advantages offered for compliance. This public works project is subject to prevailing wage requirements and will participate in an Owner Controlled Insurance Program during construction.

The DB trade contractor is contractually required to hold his proposed construction cost, as modified by change order. The contract between GC and subcontractor is tied to the DB trade contractor¿s DB proposal and bid amount.
