SOFWERX and the USSOCOM Program Executive Office Tactical Information Systems are hosting an Industry Day to identify advanced Handheld High Frequency (HF) Radio systems. The primary goal is to secure reliable and secure Beyond-Line-of-Sight communications for dismounted warfighters in challenging environments, specifically focusing on lightweight and rugged capabilities that function without satellite coverage. This pre-solicitation activity is restricted to U.S. companies and U.S. citizens. The process involves a multi-phase timeline, starting with a request to attend and a subsequent downselect of high-potential respondents. Selected participants will engage in an Industry Day on March 3, 2026, featuring one-on-one sessions with an evaluation panel to demonstrate technical capabilities. This market research will inform future acquisition strategies, with the potential for USSOCOM to enter into FAR or non-FAR based agreements with industry, academic, or national lab partners based on technical merit.

Request to Attend CLOSED 11 February 2026 11:59 PM ET U.S. Citizens Only U.S. Companies Only Purpose SOFWERX, in collaboration with USSOCOM Program Executive Office Tactical Information Systems (PEO-TIS), will host an Industry Day to gain a better understanding of the current market and the technical capabilities of Handheld High Frequency (HF) Radio systems. Background USSOCOM has a critical need for reliable and secure Beyond-Line-of-Sight (BLOS) communications for dismounted warfighters operating in a variety of challenging environments, including areas with limited or no satellite coverage. Handheld HF radios are a key component of our communications strategy, providing a resilient and autonomous solution for long-range voice and data transmission. Objective This event is seeking information on handheld HF radios that are currently available or could be readily adapted to meet USSOCOM's operational requirements. PEO-TIS is interested in capabilities that are lightweight, rugged, and offer advanced features to enhance communications in contested environments. For more information, find the Read Ahead at the bottom of the webpage. Why You Should Participate USSOCOM seeks to enter into non-FAR or FAR-based agreements with Industry, Academic, and National Lab partners whose solutions are favorably evaluated by PEO-TIS Subject Matter Experts (SMEs). As such, the follow-on Assessment Event (AE) is considered competitive and solutions will be evaluated independently of one another primarily for technical merit. This serves dually as notification of the intent to research the feasibility of an agreement under 10 U.S. Code, Section 4022 and/or Section 4022(f), and as notice of pre-solicitation activities IAW FAR 5.204. Event Timeline COMPLETED Phase 1 - 28 January 2026 to 11 February 2026 Requests to Attend the Industry Day Open: SOFWERX will host an Industry Day focused on Handheld HF Radio needs. During this event, Warfighters will interact with potential solution offerers and further communicate operational needs and desirements. This event is also an opportunity for attendees to meet and form partnerships that may provide a more comprehensive capability. Interested respondents who could potentially provide solutions that meet the needs of USSOCOM are encouraged to request to attend the Industry Day. To request to attend, please review the Read Ahead and follow the instructions at the bottom of this webpage. Request to attend the Industry Day below, NLT 11 February. Favorably evaluated submissions will receive an invitation to attend the event on/around 17 February. COMPLETED Phase 2 - 11 February 2026 to 16 February 2026 Downselect: USSOCOM will downselect those respondents they feel have the highest potential to satisfy their technology needs, and will receive an invitation to attend the Industry Day on/around 17 February. COMPLETED Phase 3 - 03 March 2026 Industry Day: During the Industry Day, participants will be allotted a one-on-one session with the USSOCOM evaluation panel to pitch, demonstrate, and/or discuss their capabilities. Presentation guidelines will be outlined in the event invitation. Capabilties will not be assessed during this event. USSOCOM PEO-TIS is looking to gain a better understanding of the current Industry capabilities and discover what is in the art of the possible. This event will be held in person at SOFWERX and will have a virtual component. Phase 4 - Path Forward: The Industry Day event is intended to support market research and will inform PEO-TIS on the state of industry capability. Outcomes from the Industry Day will inform PEO-TIS's future acquisition strategy.

Commercial Solutions Opening Tactical Maritime Survivability (TMS) and Target Vessel Embarkation Equipment (TVEE)
Solicitation # H92240-27-SC-001
The Naval Special Warfare Command (NSWC), in partnership with USSOCOM, is utilizing a Commercial Solutions Opening (CSO) under solicitation H92240-27-SC-001 to accelerate the development and procurement of Tactical Maritime Survivability (TMS) and Target Vessel Embarkation Equipment (TVEE). The primary objective is to modernize maritime assault and boarding operations by acquiring ruggedized, portable scaling and breaching tools, such as high-angle scaling poles, powered ascenders, lightweight tactical ladders, and non-munitions breaching kits. These capabilities are intended to reduce operator exposure and vulnerability during high-risk Visit, Board, Search, and Seizure (VBSS) and Maritime Interdiction Operations (MIO). The acquisition process follows a multi-phased approach consisting of a Phase I Solution Brief/White Paper, an optional Phase II Demonstration/Pitch, and a Phase III Proposal stage. The government may award either Firm-Fixed Price contracts under FAR Part 12 or Other Transaction (OT) agreements pursuant to 10 U.S.C. 4021-23. The parent CSO remains open for 26 months, with the current submission deadline for the first call set for October 26, 2026. Evaluation is based on merit, innovation, relevance, business viability, and affordability. To be eligible for award, companies must be registered in the System for Award Management (SAM) and use the Wide Area Work Flow (WAWF) for invoicing. Foreign-owned businesses may participate independently or through teaming arrangements with U.S. businesses, provided they obtain necessary export clearances.

PEO-FW FANTOM Behavior Integration (A2E)
Solicitation # evt_369
US Special Operations Command (USSOCOM), in collaboration with SOFWERX and the Program Executive Office Fixed Wing (PEO-FW), is seeking U.S. citizen vendors to integrate mature autonomy behaviors into the Framework of Autonomous Networked Tactical Open Modules (FANTOM) software stack. This effort supports the Adaptive Airborne Enterprise (A2E) ecosystem, which utilizes expendable, autonomous Small Unmanned Aircraft Systems (sUAS) for robust Intelligence, Surveillance, and Reconnaissance (ISR) capabilities. The government is specifically looking for high Technology Readiness Level (TRL 6+) solutions in areas such as collaborative area search, 3D route planning, multi-target custody, and weather data services. Proposed behaviors must be modular, reusable, and capable of functioning independently via the FANTOM SDK and API, with a particular emphasis on performance under degraded or denied communications (DDIL) and strict power and capacity constraints. The selection process consists of a multi-phase assessment event. Interested parties must submit a white paper by November 12, 2026, detailing their technology concept, approach, and a Rough Order of Magnitude (ROM) for cost and schedule. Following a down-select process, selected vendors will participate in a virtual Assessment Event in December 2026 to pitch and demonstrate their solutions. Successful participants may receive integration stipends of up to 250,000 dollars and may enter into various agreements, including Other Transaction Authority (OTA), Cooperative Research and Development Agreements (CRADA), or FAR-based contracts. Because the FANTOM environment operates at the Controlled Unclassified Information (CUI) level, awardees must possess appropriate CUI handling capabilities and comply with applicable cybersecurity requirements, such as NIST SP 800-171.
