SOLICITATION F3QCCM8177A001 is issued as a request for quotation (RFQ) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote (RFQ) No. F3QCCM8177A001. SMALL BUSINESS SIZE STANDARD (a) NAICS: 333991 (b) No. of Employees: 500 (c) Dollars: REQUIREMENT: CLIN 0001: This requirement is for the purchase of a Perfect Point E-Drill Universal System (miniaturized electro-discharge machining tool) used to support depot maintenance of vertical stabilizer assemblies on the F-15C and F-15E aircraft for the 402d Aircraft Maintenance Group (AMXG) at Robins Air Force Base (AFB), Georgia. Delivery: 4-6 Weeks ARO Price(s) should be FOB Destination (Robins AFB GA 31098). In addition to price and delivery, quote should include your cage code, DUNS number, and taxpayer ID number. Quotations should be emailed to Amn Isaiah Vinson (isaiah.vinson@us.af.mil) no later than Friday, 27 July 2018, 1:00 pm EST. The anticipated award date is 17 August 2018. Please do not request award status prior to this date. Manufacturer: Perfect Point EDM Corporation Justification for Single Source Only: A single source acquisition is recommended for the following reasons: When F-15C and F-15E aircraft vertical stabilizers are disassembled for major depot maintenance work, the critical work path is accessed under the aircraft skin, and when that skin is permanently installed, careful fastener removal work is critical to preventing damage to aircraft structural components. While other companies produce large-scale immobile electro-discharge machining (EDM) tools, Perfect Point EDM Corporation is the only company that has developed a miniaturized portable hand-held EDM (E-Drill) with a precision electrode that is capable of cutting and separating the head from a fastener with a minimal fracture point between the electrode and the airframe. Perfect Point's E-Drill system utilizes a patented Fastener Separation Technology developed by Perfect Point EDM Corporation that makes the E-Drill the only EDM system specifically tailored for removing aircraft fasteners. The Robins AFB System Program Office (SPO) F-15 Structural Engineering Section personnel have discussed their concerns regarding aircraft damage with Perfect Point, and the company has updated their E-Drill system to further reduce the possibility of aircraft damage. The SPO has Operational Safety, Suitability, and Effectiveness authority for the F-15 aircraft that includes process certification for products satisfying engineering requirements. The F-15 Structural Engineering Section has approved the use of the updated E-Drill system by way of an AFMC Form 202 as the approved de-fastening system to use to reduce the risk of damage to F-15C and F-15E airframes.
