Performance Based Logistics (PBL) for Secondary and Ground-Based Auxiliary Power Systems

The U.S. Department of Defense, through the Defense Logistics Agency Aviation at Hill Air Force Base, Utah, is seeking industry input via a Sources Sought notice for a Performance-Based Logistics (PBL) contract to support secondary and ground-based auxiliary power systems across multiple aircraft platforms including A-10, B-1, B-2, E-3, F-15, F-16, F-22, F-35, KC-46, E-7, and C-130, as well as gas turbine engines used in ground start carts. The contract aims to establish a comprehensive sustainment solution covering repair, replacement, inventory and configuration management, warehousing, obsolescence mitigation, training, and sustaining engineering services for approximately 300 Depot Level Reparables (DLRs), with the government retaining the right to add new items post-award. Performance will be measured by system availability, reliability, and aggregate flight or operating hours, not cost-plus reimbursement, with payments tied directly to operational outcomes. The contract is structured with a five-year base period and a single five-year option, potentially extending performance to ten years, and requires delivery to both CONUS and OCONUS government supply points at the contractor’s expense. The solicitation requires all respondents to be registered in SAM.gov, ORCA, and WAWF, and to demonstrate proven experience in executing PBL programs, technical capability to repair gas turbine engine components such as fuel control units, oil pump assemblies, combustion chambers, and jet fuel starters, and compliance with ISO 9001, AS9100, NADCAP, and OSHA quality standards. Cybersecurity protections must be in place to safeguard controlled unclassified information, and contractors must disclose any foreign influence, ownership, or control. A Continuity of Operations Plan (COOP) is mandatory to ensure supply chain resilience, and electronic integration with military inventory systems is required. Technical data rights are limited; contractors must obtain necessary drawings and specifications independently, as no government-furnished data will be provided. Responses must address all 18 mandatory questions, and no pricing or contract value is disclosed at this stage. The response deadline is May 31, 2026, and the place of performance is Nibley, Utah, with oversight conducted from Hill Air Force Base.
