The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with J&S Tool, Inc. (CAGE: 1Y4A4) for the perishable tooling for the OWP Aileron Hinge replacements hardware components in support of the NAWCAD F/A-18 E/F and EA-18G Outer Wing Panel (OWP) Inboard and Outboard Aileron Hinge changes. The contractor shall provide materials and services to manufacture, assemble, inspect, ship, and deliver to the Government the perishable tooling.

These perishable tools are designed to be used with OWP Inboard and Outboard Aileron Hinge Repair Tooling (Part Number (P/N): AFT74R092118-5003TD/-5004TD) per repair instructions detailed in AYC-1519.

The Boeing Company (CAGE: 76301), as the Original Equipment Manufacturer (OEM) of the perishable tooling for the OWP Aileron Hinge replacements, is the only source with the requisite knowledge, technical experience, production-level data and ability to produce these components. However, in accordance with the Licensing Agreement, SES-M014-16-049, dated 5 May 2016, in place by the OEM, The Boeing Company, for the Perishable Tooling, The Boeing Company does not sell these parts directly to the Government but has allowed the Government to purchase certain equipment directly from accepted suppliers listed in the Boeing Licensing Arrangement for the Procurement of Perishable Tools. Therefore, this part will be procured on a sole source basis from the accepted/approved supplier J&S Tool, Inc. (CAGE Code: 1Y4A4).

The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract.

Engineering and Technical Services for Support Equipment Department at NAWCADLKE
Solicitation # N6833527R1000
Solicitation N6833527R1000 is a total small business set-aside for comprehensive mechanical and electrical engineering and technical services to support the Support Equipment Department at the Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey. The scope of work includes the design, development, acquisition, evaluation, sustainment, and logistics of support equipment and aircraft launch and recovery equipment across organizational, intermediate, and depot-level maintenance environments. Technical activities involve utilizing industry-standard design tools such as AutoCAD and LABVIEW, performing avionics fault detection, managing data in platforms like AUTOSERD and SERMIS, and participating in critical design and system engineering reviews. The contract is structured with a five-year period of performance, consisting of one base year and four option years, with a maximum duration of five years and six months. The government will award one task order based on a best-value tradeoff analysis, where technical and past performance factors are significantly more important than cost. Technical evaluation focuses on the understanding of the work and key personnel resumes, the latter of which is a pass/fail requirement that can render a proposal unawardable. A material condition for award is the possession of CMMC Level 2 self-certification. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and adherence to strict cybersecurity standards, including NIST SP 800-171. Proposals must be submitted electronically via the PIEE portal by December 3, 2026, following specific volume and page limit constraints.
