Permanent elimination of the threat of pollution posed by the Tug Craig Trans

OBJECTIVES OF THE REQUIREMENT Marine Environmental and Hazards Response, Canadian Coast Guard (CCG MEHR)– Atlantic Region requires the services of a Contractor eliminate the threat of pollution and permanently dispose of the Tug Craig Trans, currently located in Marie-Joseph, NS. In order to permanently eliminate the threat of pollution by the vessel, CCG MEHR requires the following: i. all recoverable pollutants be removed from the vessel, ii. site and vessel preparation completed for vessel dismantling or towing, iii. final disposal of the vessel and its contents at recognized recycling facilities and; remediation of the worksite SCOPE OF WORK The Contractor must: i Develop a timeline and Safety Plan based on the individual tasks ii Gain approval from the landlord of where the vessel is located, as required. iii Produce a site preparation and remediation plan iv Produce strategy and procedures to dispose of vessel and its contents including, but not limited to, the following: a. Site specific pollution response plan b. Pollutant and oily water removal and disposal plan c. Vessel Dismantling Plan for Pollution Access and Removal d. Detailed waste management / recycling plan e. Site Security – Provision of 24hr/ day week onsite site security upon Contract Award and maintain it during the entirety of the operation f. Site Restoration if applicable PERIOD OF THE CONTRACT The period of the Contract is from Contract award until 28 February, 2024. SECURITY No Security clearance required, escort required at DFO sites. TRADE AGREEMENTS The requirement is subject to the Canada-Chile Free Trade Agreement (CCFTA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Canada-Colombia Free Trade Agreement, Canada-Peru Free Trade Agreement (CPFTA), Canada-Panama Free Trade Agreement, Canada-Korea Free Trade Agreement (CKFTA), Canada–Ukraine Free Trade Agreement, Canada-Honduras Free Trade Agreement, World Trade Organization–Agreement on Government Procurement (WTO-GPA), and the Canadian Free Trade Agreement (CFTA). MANDATORY REQUIREMENTS Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration. Mandatory Criteria M1 The bidder must have a minimum of 60 months (5 years) experience in the Marine Salvage or Marine Industry, within the last one hundred eighty months (15 years) from the date of bid closing. M2 The bidder must have completed pollutant removal and dismantling operations of steel hulled vessels, on at least two (2) separate occasions within the last 120 months (10 years). M3 The bidder must identify Key personnel* that MUST have a minimum of twenty four months (2 years) experience, in pollutant removal, marine survey and stability assessments, Steel hull vessel deconstruction and recycling operations completed in the last one hundred twenty months (10 years) from the date of bid closing and provide the specific details as specified in the Evaluation criteria M3.1 and M3.2. M4 The bidder must provide an operations plan that demonstrates how they will perform the removal of the Tug Craig Trans as described in the Statement of Work (Annex A). The response plan must include all of the items specified in the evaluation criterial M4.1, M4.2, M4.3 and M4.4 COMPREHENSIVE LAND CLAIMS AGREEMENTS This procurement is not subject to any Comprehensive Land Claims Agreement
