The following language has been added to the INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS and attachment L-10 Qualification Testing Location Notice has been added to the RFP. No response is required. "Potential offers are put on notice of the following update to the pending final Personnel Locator Beacon (PLB) RFP. In addition to the current requirements as stated in the 2nd draft RFP, the Government requires qualification testing being conducted by any potential Offeror to be witnessed by a Government selected witness. The Government requires the potential offeror to submit Attachment L-10, Qualification Testing Location Notice, to the Government as soon as possible but no later than (NLT) 10 calendar days after Request for Proposal (RFP) release. The intent is to conduct a sample review of testing being accomplished to ensure the proper procedures are being met. The Government does not intend to witness every test or prevent testing from being conducted. If the Government does not witness testing as stated above and the reliability calculation worksheet is not signed by a Government official the updated reliability will not be accepted. In order to support this effort, Offerors shall provide the following information for each qualification test listed in Attachment L-10, Qualification Testing Location Notice to the Government NLT 10 calendar days after RFP release. Also, as a point of clarification: qualification testing must be conducted in the sequence shown in the test plan and in the Reliability Calculation Worksheet. Remember, all pre-requisite tests must be conducted for any test event as indicated in the Reliability Calculation Worksheet. For example, if the Offeror is going to test Explosive Decompression (test event 6), then test events 1 through 5 must be completed, in order, before test event 6 can be conducted."
