AI Contract Overview
The 21st Civil Engineering Squadron at Peterson Space Force Base is seeking a one-time service to conduct a comprehensive backflow prevention and cross-connection survey of all non-housing facilities across the base, in accordance with the five-year regulatory requirement to ensure water supply safety. The survey must inventory approximately 213 existing backflow prevention devices across 182 buildings totaling 3.8 million square feet, documenting device models, serial numbers, locations, and potential contamination hazards while providing corrective action recommendations. The work must comply with DAFMAN 32-1067 and UFC 3-600-01 standards, adhere to OSHA and environmental regulations, and follow strict operational protocols including restricted work hours, access control, and immediate reporting of newly discovered hazards. The contractor must submit a detailed survey plan 30 days prior to fieldwork, provide a draft report within 30 days of completion, and deliver a final report in electronic format and two hard copies after government review. The solicitation is a total small business set-aside under NAICS code 541620 with a firm-fixed price structure and a 90-day performance period beginning upon notice to proceed. Proposals must be submitted electronically via SAM.gov by May 8, 2026, and are evaluated under a lowest price technically acceptable (LPTA) approach, where technical acceptability is a pass/fail threshold based on salient characteristics and delivery lead time, with price being the decisive factor among qualified offerors. Offerors must be small businesses with at least five years of relevant experience and documentation of prior similar surveys, and must comply with extensive security, cybersecurity, and compliance requirements including personal identity verification, antiterrorism training, safeguarding covered defense information, and disclosure obligations related to prohibited jurisdictions and former DoD officials. All personnel require prior authorization for base access, electronic devices may be restricted in certain areas, and invoicing must be processed exclusively through Wide Area WorkFlow using approved document types. The survey excludes privatized base housing, and the government will provide a building list and map upon award.
