Construction Services for Confined Aquatic Disposal Cell Construction and Maintenance Dredging of the Providence River Federal Navigation Project, Providence, Rhode Island.
Solicitation # W912WJ27X1CUP
The U.S. Army Corps of Engineers, New England District, is seeking information from small and large businesses for a dredging project in Providence, Rhode Island, under NAICS code 237990. The project is estimated to cost between $80,000,000 and $100,000,000, with a solicitation expected around March 15, 2027. Construction is scheduled to begin in September 2027 and last approximately two years, spanning two dredging seasons from September 1, 2027, to August 31, 2029. The work is divided into two primary sequences: the construction of a new Confined Aquatic Disposal (CAD) cell at Edgewood Shoals North, including an access channel, and the subsequent maintenance dredging of the Providence River and Harbor Federal Navigation Project to a depth of -40 feet MLLW plus two feet of allowable overdepth. The total scope involves mechanically dredging approximately 5,500,000 cubic yards of material using closed clamshell buckets. Specifically, 3,200,000 cubic yards will be removed to create the CAD cell, with material placed at Port Edgewood Basin, Fox Point Reach CAD cells, Prudence Island, and the Rhode Island Sound Disposal Site. The remaining 2,300,000 cubic yards of maintenance material will be placed within the newly constructed Edgewood Shoals North CAD cell. To meet strict environmental windows and project timelines, the contractor must maintain a production rate of at least 300,000 cubic yards every 30 calendar days, operating 24 hours a day, 7 days a week. Interested firms must submit a capabilities package by November 26, 2026, demonstrating experience with these production rates and open water placement in New England during winter months.

This contract seeks Competitive Sealed Proposals for Construction Manager at Risk (CMAR) services for the design and construction of per- and polyfluoroalkyl substances (PFAS) treatment improvements at two water treatment facilities in Georgia: the Fort Benning Water Treatment Plant (FBWTP) and the North Columbus Water Resources Facility (NCWRF). The Owner, Columbus Water Works, operates these facilities and requires upgrades due to current or anticipated regulatory demands related to PFAS contamination. At FBWTP, granular activated carbon (GAC) technology has been selected following preliminary testing, while PFAS treatment solutions at NCWRF will be determined after ongoing pilot studies are completed. The project is structured in two phases under a single CMAR contract. Phase 1 involves constructing new GAC treatment systems and related improvements at FBWTP to meet PFAS drinking water standards and integrate with existing processes. Phase 2 encompasses constructing PFAS treatment facilities at NCWRF in alignment with regulatory requirements and operational goals, with technology choices pending pilot study results. Interested parties must submit proposals by June 4, 2026, and direct all inquiries to the primary contact, Eric Toney of Columbus Water Works. The solicitation promotes compliance with evolving PFAS regulations to ensure safe and effective water treatment at both sites.

Competitive sealed Proposals (¿Proposal¿) for Construction Manager at Risk ("CMAR") services related to the preconstruction and construction of per- and polyfluoroalkyl substances (¿PFAS¿) Treatment Improvements at the Fort Benning Water Treatment Plant ("FBWTP") and the North Columbus Water Resources Facility ("NCWRF").
Owner owns and operates the FBWTP on Fort Benning Army Post and the NCWRF in Columbus, Georgia. Both facilities face current or anticipated regulatory requirements related PFAS that necessitate implementation of new PFAS treatment facilities and associated improvements. At FBWTP, pilot testing and preliminary engineering have identified granular activated carbon ("GAC") as the selected PFAS treatment technology. At NCWRF, PFAS improvements will be designed to meet Owner's regulatory and operational objectives for that facility.
The Project consists of a two-phase PFAS treatment program to be delivered under a single CMAR contract:
Phase 1 - FBWTP PFAS Treatment Improvements: Construction of new GAC treatment facilities and associated improvements at FBWTP to achieve compliance with applicable PFAS drinking water standards and to integrate with existing treatment processes.
Phase 2 - NCWRF PFAS Treatment Improvements: Construction of PFAS treatment facilities and associated improvements at NCWRF to provide PFAS treatment capacity consistent with regulatory and operational objectives. The Owner has an ongoing pilot study and technology evaluation. Selected technology will be determined after the piloting phase concludes.
Please direct all questions related to this Project to the Q&A Section.
