PHA Roofing Repair, Replacement and Related Maintenance Work

The Philadelphia Housing Authority (PHA) is soliciting proposals for solicitation P-005533 to obtain qualified contractors for roofing repair, replacement, and related maintenance work. This is a definite-quantity, indefinite-delivery contract featuring firm fixed unit pricing, with a performance period consisting of a two-year base period and three optional one-year extensions. Work is performed on an as-needed basis through task orders at various designated locations in Pennsylvania. The scope includes labor and materials for tasks such as installing vinyl siding, repairing and silver coating roofs, replacing fascia boards, and installing various lumber nailers and insulation boards. Contractors are required to provide three copies of shop drawings for TPO and SBS-Modified Bituminous Membrane installations and are responsible for all temporary heating and enclosures to protect materials from dampness and cold. Award decisions will be based on a 100-point scale evaluating technical understanding, approach, capabilities, past performance, and commitments to MBE/WBE and Section 3 participation, with cost/price accounting for the final 20 points. Compliance requirements are extensive, including adherence to the Davis-Bacon Act for wage standards, the Americans with Disabilities Act, and Equal Employment Opportunity regulations.
