Pottstown Borough Authority is requesting Bids for the construction of the following Project: 2026 Water & Sewer Repairs Project Contract No. WS 2026-1: General Construction Bids for the construction of the Project will be received, online, until September 10, 2026 at 2:00 PM local time. At that time the Bids received will be publicly opened and read through the PennBid platform. The Project includes the following Work: Base Bid: 1. N Adams Street (PP-1) – (Jackson St to Prospect St): Replacement of approximately 597 L.F. of 8-diameter sanitary sewer main with 8-inch sanitary sewer main (PVC). Replacement of two (2) sanitary sewer manholes. 2. Prospect Street (PP-2) – (N Charlotte St and Spruce St): Replacement of approximately 330 L.F. of 8-inch sanitary sewer main (PVC). Replacement of one (1) sanitary sewer manhole. 3. Beech Street (P-1) – (Price Street to Morris Street): Replacement of approximately 364 L.F. of 12-inch diameter water main (DIP) and 5 L.F of 6-inch diameter water main (DIP). Installation of approximately four (4) 12-inch gate valves and one (1) 6-inch gate valve. 4. Moser Road (P-2) – (Queen Street to High Street): Abandonment of approximately 327 L.F. of 6-inch diameter water main. The installation of approximately 120 L.F of 10-inch diameter water main and connection of the previously installed 10-inch service main (DIP) and installation of, and installation of approximately 20 L.F of additional DIP water main (20” and 8”). Installation of one (1) 8-inch gate valve, one (1) 10-inch gate valve, and one (1) 20-inch butterfly valve. 5. W King Street (near train tracks) - Replacement of one (1) 20-inch butterfly valve. 6. W King Street & SRT 100 – Installation of one (1) 20-inch butterfly valve. 7. W King Street & Gable Street - Installation of one (1) 20-inch butterfly valve. 8. W High Street & Gable Street - Installation of one (1) 20-inch butterfly valve. 9. S York Street & High Street - Replacement of one (1) 6-inch gate valve. 10. N York Street & King Street – Replacement of one (1) 20-inch butterfly valve and one (1) 6-inch gate valve. 11. And all associated appurtenances and final restoration/paving required to complete the Work defined in the Contract Documents. Alternate 1: 1. Feist Avenue (PP-3) – (Prospect Street to Diamond Street): Replacement of approximately 195 L.F. of 8-diameter sanitary sewer main with 8-inch sanitary sewer main (PVC). Replacement of two (2) sanitary sewer manholes. 2. And all associated appurtenances and final restoration/paving required to complete the Work defined in the Contract Documents. Alternate 2: 1. N Adams St (PP-4) – (Washington Hill Road): Replacement of approximately 210 L.F. of 8-diameter sanitary sewer main with 8-inch sanitary sewer main (PVC). Replacement of one (1) sanitary sewer manhole, and installation of one (1) sanitary sewer manhole. 2. And all associated appurtenances and final restoration/paving required to complete the Work defined in the Contract Documents. Bids are requested for a single prime Contract. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.bonfirehub.com/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Pre-bid Conference A non-mandatory pre-bid conference for the Project will be held on August 26, 2026 at 10:00 AM. The meeting will be held in the Council Chambers Room at the Pottstown Borough Hall (100 E. High Street, Pottstown, PA 19464) Attendance at the pre-bid conference is encouraged but not required. Instructions to Bidders. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Statutory Requirements. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with the prevention of environmental pollution and preservation of public natural resources that affect the project, pursuant to Act No. 247 of the General Assembly of the Commonwealth of Pennsylvania, approved October 26, 1972. This Project falls under The Commonwealth of Pennsylvania enacted Act 127 of 2012, known as the Public Works Employment Verification Act (‘the Act’) which requires all public work contractors and subcontractors to utilize the Federal Government’s E-Verify system to ensure that all employees performing work on public work projects are authorized to work in the United States. All Bidders are required to submit a Public Works Employment Verification Form as a precondition for the Contract Award. The estimated cost for each Contract is greater than Twenty-five Thousand Dollars ($25,000) and the Pennsylvania Prevailing Wage Act shall apply. All bidders are hereby notified that in regard to any contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the successful bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of work, or any other activity required under the contract on account of gender, race, creed or color. The Pottstown Borough Authority reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Pottstown Borough Authority, and to reject any or all proposals.
