PHF Unarmed Security Officer and Patrol Services - Newport News/Williamsburg Airport

The Peninsula Airport Commission is soliciting proposals under RFP No. 2026-01 for qualified, DCJS-licensed contractors to provide unarmed security officer and patrol services at the Newport News/Williamsburg International Airport. The primary objective is to maintain an overnight security presence, generally from 2000 to 0430, utilizing two unarmed security officers per shift. These personnel will operate strictly in an observe-and-report capacity, conducting vehicle and foot patrols and monitoring surveillance systems to deter theft, vandalism, and trespassing. The selected contractor must provide properly marked and insured patrol vehicles and ensure all staff pass airport background checks and complete mandatory SIDA and Non-Movement Area Driver training. Proposals are due by November 18, 2026, via the Virginia eVA Procurement Portal. The contract will be awarded based on best value, utilizing a 100-point numerical scoring system where price is a consideration but not the sole determining factor. Key requirements include the ability to fill staffing call-outs within two to 24 hours and compliance with various federal regulations, including the Davis-Bacon Act, the Copeland Act, and Title VI non-discrimination authorities. The contractor must also demonstrate robust internal controls for sensitive data, potentially through AICPA SOC reports. The initial performance period is desired within 30 days of award, with the possibility of a one-year renewal.
