Solicitation SRC0000037224, issued by the State of Alabama Office of the Chief Procurement Officer for Support Services, seeks a bill tracking system for state legislation. The system must provide advanced analytics, data-driven insights, collaborative communication tools, and the ability to compare bills and amendments side-by-side. Key technical requirements include a mobile application with push notifications for instant legislative updates and hearing schedules, customizable reports with note-sharing capabilities, and tracking of legislation via news and social media. The service is initially intended for four users, with the option to add more later, and includes legislative scorecards and statistics on legislator positions. The initial service period is from October 1, 2026, to September 30, 2027, with the possibility of annual renewals for up to five years. The total contract value is capped at 25,000 dollars, including any approved price escalations, which are limited to 5 percent of the annual cost. The contract is governed by the laws of Alabama, with the venue for litigation set in Montgomery. Suppliers must be registered in the Alabama Buys system and provide certifications regarding tax compliance, E-Verify enrollment, and non-debarment. Additionally, the state will not accept click-wrap or browse-wrap agreements unless they are signed by an authorized official.
