Le ministère des Ressources naturelles et des Forêts requiert les services professionnels de prestataires de services pour réaliser des travaux de photo-interprétation et de cartographie forestière dans le cadre du cinquième inventaire écoforestier du Québec méridional (IEQM). Les prestataires de services qui ont été qualifiés pour la réalisation de mandats de catégorie 3 sont invités à déposer une soumission afin de réaliser des travaux spécifiques aux besoins de la Direction des inventaires forestiers. Le présent appel de soumissions comporte cinq mandats. Les travaux débuteront vers le 2 février 2026 pour se terminer au plus tard le 15 novembre 2026. Le contexte des cartes à éditer est en 4e IEQM AIPF pour les cinq mandats et un des cinq contient une portion en 3e inventaire. Les classes d’âges ne sont plus à interpréter et l’étagement est réduit aux deux attributs : multiétagé (MU) et monoétagé (MO). La photo-interprétation est ciblée sur certains peuplements en comparant les données LiDAR aux attributs forestiers du 4e inventaire. Les peuplements ciblés sont identifiés par un code cartographique (code carto) : 1 ou 2 sur la couche à éditer. Les peuplements de la carte à éditer en contexte 3e IEQM sont tous à photo-interpréter (code 2). Les codes cartographiques « 0 » sont intégrés à cette couche comme données de contexte. Ces peuplements ne doivent pas être interprétés et ne seront pas soumis à la vérification par la DIF. Également, nous tenons à vous informer qu’une portion des photographies aériennes pourrait amener certaines difficultés lorsqu’elles sont affichées dans le logiciel de photo-interprétation PurView. Les prestataires de services qui utilisent toujours ce logiciel et qui pourraient rencontrer ce problème auront deux options : soit de réaliser eux-mêmes des traitements de ces photographies aériennes afin de tenter de les rendre fonctionnelles avec PurView ou soit d’acquérir de nouveaux logiciels de photo-interprétation tels que ArcGIS Pro ou Summit Evolution. Les soumissions doivent être présentées par des prestataires de services ayant, au Québec ou dans un des territoires visés par les accords gouvernementaux applicables, un établissement où ils exercent leurs activités de façon permanente, clairement identifié à leur nom et accessible durant les heures normales de bureau. Le ministre attire votre attention sur les articles 3.12 et 3.13 du document d’appel de soumissions qui vous indiquent les conditions d’admissibilité des prestataires de services et de conformité des soumissions à respecter dans le cadre de cet appel de soumissions.
