Pico Facilities LLC has been approved for a Medium Indoor commercial cannabis license by the California Department of Cannabis Control under Business and Professions Code Section 26012, with the facility located at 1513 S. Mirasol Street in Los Angeles, CA 90023. The operation will utilize an existing 17,700 square foot warehouse structure originally built in 1942, zoned M3-1-CUGU for industrial warehousing, with no expansion or structural modifications permitted. The facility is serviced by existing municipal utilities including water and electricity from the Los Angeles Department of Water and Power and sewer service from the City of Los Angeles. Operations are authorized seven days per week from 8:00 a.m. to 10:00 p.m. The project qualifies for a Class 1 Categorical Exemption under the California Environmental Quality Act (CEQA), CCR Title 14, Section 15301, confirming it involves only the operation or minor alteration of an existing facility without significant environmental impact. The licensing action is administrative and complies with state regulatory requirements rather than being a competitive federal procurement under the Federal Acquisition Regulation; no FAR clauses, contract values, payment terms, solicitation numbers, delivery schedules, inspection criteria, or federal certifications are applicable or present in the documentation. The Department of Cannabis Control, through its Office of Environmental Evaluation, serves as the approving authority and designated point of contact, with Cassandra Castillanes listed as the Environmental Scientist responsible for oversight. No additional contract-specific requirements such as packaging, marking, invoicing, COR/COTR assignments, or subcontracting terms are outlined, as the document reflects a regulatory licensing determination rather than a contractual acquisition process.
