The project involves shoreline stabilization and infrastructure decommissioning at Pier 1 N. Drydock in San Diego, California, focusing on the demolition of two existing intake/discharge shoreline structures and the installation of new rock revetment along approximately 110 linear feet of shoreline between Mean Lower Low Water and Mean Higher High Water elevations. Materials from the demolished structures will be selectively reused to match the existing rock revetment in type, gradation, and slope, while all non-reusable debris will be transported offsite for proper disposal. The work is part of a broader effort to abandon underground cooling tunnels, which will be backfilled and restored to maintain subsurface integrity. All activities are conducted within tidal limits and must adhere to environmental compliance under the California Environmental Quality Act, with a Negative Declaration approved and a Notice of Determination filed with the San Diego County Clerk and State Clearinghouse. The project is administered by the San Diego Unified Port District as the lead agency, with the place of performance clearly identified at 2205 Belt St, San Diego, CA 92113. Although the scope is detailed, no contract value, pricing structure, or payment terms beyond a $100 administrative fee are provided, and no standard Federal Acquisition Regulation clauses, packaging requirements, evaluation factors, or contract type classifications are included in the documentation. The solicitation number is 2025-NOD-0146, and submissions were due by December 11, 2025, via physical and electronic channels including the Port of San Diego’s public records portal and VitalChek. The contracting authority and environmental oversight rest entirely with the Port District, with no mention of contractor identification, technical representatives, or federal socioeconomic requirements.

Full Description

The Project will place a temporary cofferdam deployed along approximately 55 linear feet (LF) of existing rock revetment at two separate locations for a total of approximately 110 LF of shoreline. Two intake/discharge shoreline structures will be demolished and the material reused for the existing rock revetment adjacent to intake/discharge structures matching the existing material and slope. The work will take place between Mean Lower Low Water (MLLW) and Mean Higher High Water (MHHW) elevations within the footprint of the existing intake/discharge structures. Following the removal of the concrete structures, the shoreline will be replaced with rock revetment placed between Mean Lower Low Water (MLLW) and Mean Higher High Water (MHHW) elevations with matching material and slope to the adjacent rock revetment. All demolished materials not reused will be transported offsite and properly disposed.
