AI Contract Overview
The contract pertains to the procurement of 25 units of a pin, cotter, identified by part number MS24665-397 and NSN 5315001879390, manufactured in accordance with NASM24665 and ASME B18.8.1 standards. Delivery is required FOB origin with a lead time of 179 days after award, with the final destination being DLA Distribution Depot Hill in Hill AFB, Utah. Inspection and acceptance occur at destination, and the government reserves the right to reject non-conforming items based on strict sampling criteria, requiring zero non-conformances under MIL-STD-1916 or equivalent zero-based plans, unless otherwise specified—unspecified attributes are treated as major defects. All items must meet tailored quality requirements, including physical identification via bare item marking per RQ017, and packaging must conform to MIL-STD-2073-1E and DLA’s RP001, using unit packs with box containers and no preservation materials. Marking must adhere to MIL-STD-129 with no special markings required, and all packaging, preservation, and marking activities are prohibited from containing mercury or mercury compounds, except for specific functional applications such as batteries or instruments, which must be double-contained and shock-proof per NAVSEA 5100-003D. The contract incorporates numerous regulatory clauses governing cybersecurity, including safeguarding covered defense information, NIST SP 800-171 compliance with mandatory assessments, and prohibition of covered telecommunications equipment. It also enforces compliance with environmental standards, hazardous materials labeling per OSHA, procurement of sustainable products, and employment equity including whistleblower protections, trafficking in persons prevention, and employment eligibility verification. The solicitation requires offerors to certify their small business status, socioeconomic classifications like HUBZone or SDVOSB, and disclose all unique entity identifiers and CAGE codes, particularly if providing covered defense items. The contract type is to be determined by the contracting officer, and all proposals must be submitted electronically via DIBBS by May 13, 2026. Payment will be processed through WAWF, and contract administration is managed by the ASC Commodities Division under a deviation-based FAR framework.
