Solicitation SPE4A6-26-T-36BU, issued by the DLA Aviation ASC Commodities Division, is a request for quotations for 10 quick release pins under NSN 5315-01-395-1166. The procurement requires adherence to technical drawing NR 81755 FQPL-3008 Revision 18 and mandates that hardware be manufactured according to the current part standard revision. A critical requirement of this contract is the First Article Testing (FAT), requiring the delivery of one unit to Hill AFB, UT, within 90 calendar days of the contract award for government approval. Final production delivery is specified as 356 days after receipt of the order, with an original required delivery date of June 19, 2027. The contract emphasizes strict quality and compliance standards, requiring manufacturer inspection systems to comply with SAE AS9003 or ISO 9001. Sampling must follow MIL-STD-1916 or ASQ H1331, with a zero-nonconformance requirement for acceptance. Packaging must adhere to ASTM D3951 and MIL-STD-129, while palletization must follow DLA requirement RP001. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring offerors to have an approved US/Canada Joint Certification Program certification. Additionally, the solicitation includes preferences for certified HUBZone small businesses and requires compliance with the Buy American Act and Berry Amendment. Invoicing and receiving reports must be processed electronically through the Wide Area WorkFlow (WAWF) system.
