The contract pertains to the procurement of 130 units of a PIN, QUICK RELEASE item identified by NSN 5315-01-696-8163 and part number NAS1338A3S34, manufactured in accordance with the current revision of the non-government standard NAS1333 through NAS1346, Revision 8 dated October 31, 2024. Acceptable hardware includes items previously manufactured under prior revisions of the standard, but all items delivered after the solicitation date must conform to the current revision. The item is subject to stringent quality and technical requirements, including sampling methods governed by MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified, and verification levels assigned per critical, major, and minor attributes with corresponding AQLs of 0.1, 1.0, and 4.0 respectively. The delivery schedule requires fulfillment within 171 days after receipt of order, with the need ship date set for January 3, 2027, and the original required delivery date March 6, 2027. Delivery is FOB origin, and final inspection and acceptance occur at the destination location, the DLA Distribution DDSP New Cumberland Facility in New Cumberland, Pennsylvania. Packaging must comply with MIL-STD-2073-1E using preservation method 31 (clean and dry), with no preservation or cushioning materials, unit containers marked as boxes, and packaging code U. Marking must adhere to MIL-STD-129 with no special markings and all labels conforming to the standard. The contract incorporates a broad array of federal acquisition regulations, including mandatory clauses on equal opportunity, combating human trafficking, employment eligibility verification, sustainable products, hazardous material identification, cybersecurity safeguarding, and prohibition of hexavalent chromium and communist Chinese military company items. Cybersecurity obligations are enforced through NIST SP 800-171 requirements and mandatory assessments, with electronic submission of payments required via WAWF. Offerors must certify their small business status and disclose any covered defense telecommunications equipment under DFARS 252.204-7016, providing UEI and CAGE codes as needed. The contract prohibits QTY variance and requires full compliance with DLA packaging standards RP001 and physical identification rules RQ017.
