The contract is for the procurement of five quick release pins, identified by NSN 5315-01-347-4155 and part number MS17987C1076, under solicitation SPE4A6-26-T-08UL, issued by the Department of Defense’s ASC Commodities Division. The total contract value is five dollars, with a unit price of one dollar per item, and delivery is required within 187 days from the contract date, with a need ship date of February 2, 2027, and an original required delivery date of October 14, 2026. Packaging must comply with ASTM D3951, but DLA Master List of Technical and Quality Requirements take precedence, and all packaging and labeling must conform to MIL-STD-129, including proper unit of issue and quantity per unit pack as specified. Palletization must follow RP001 DLA Packaging Requirements. Zero non-conformances are required in any sample lot under MIL-STD-1916 or ASQ H1331, with verification levels and AQLs assigned to attribute types: critical at VII/0.1, major at IV/1.0, and minor at II/4.0. The contract incorporates a suite of FAR and DFARS clauses requiring compliance with equal opportunity, combating human trafficking, employment eligibility verification, sustainable products, hazardous material identification, radioactive materials notice, and NIST SP 800-171 cybersecurity assessment. The contractor must use U.S.-flag vessels for ocean shipments unless an approved waiver is obtained, and must submit hazard communication labels and safety data sheets for any hazardous materials. Payment submissions must be made exclusively through Wide Area WorkFlow (WAWF), and the contractor must provide a Unique Entity Identifier and CAGE code, with representations regarding small business status and socioeconomic categories required for eligibility determination.
