PIN-RIVET

This contract specifies the procurement of a threaded pin-rivet, identified by NSN 5320-01-414-5735 and part number HL13VAP-8-20, classified as a commercial item and designated as a critical application component. The item must be manufactured in accordance with technical and quality requirements referenced from the DLA Master List of Technical and Quality Requirements, with revisions controlled by the solicitation or award date depending on acquisition type. Sampling must follow MIL-STD-1916 or ASQ H1331 Table 1 using zero non-conformances unless otherwise specified, with attributes classified as critical, major, or minor assigned corresponding verification levels or AQLs. Approved sources are restricted to specific manufacturers including Huck International, SPS Technologies, Howmet Global, West Coast Aerospace, Hi-Shear Corporation, and Lisi Aerospace Canada Corp. Tooling and casting or forging processes may be required, and sourcing inquiries must be submitted through DLA’s casting and forging assistance channel. Packaging must comply with ASTM D3951 and MIL-STD-129, with palletization governed by DLA packaging standards, and all items must be labeled and marked per RQ017. The contract requires delivery of nine units in HD unit of issue, FOB origin, with inspection and acceptance occurring at destination. Delivery is due within 171 days of contract award, with a required ship date of January 31, 2027, and the original delivery deadline set for October 10, 2026. No variance in quantity is permitted. The shipping destination is DLA Distribution Jacksonville, and all transportation details must follow DLAD Proc Notes C19 and C20.
