The contract solicitation SPE4A6-26-T-72G2 is for 105 units of threaded pin-rivets with NSN 5320-00-813-3923, with additional quantities of 600 and 9,548 units listed under separate line items at differing unit prices. Delivery is required by June 1, 2026, under FOB Origin terms, meaning title and risk transfer to the government at the contractor’s facility, with the final delivery destination being the UH-60M Main Warehouse in Horningsea Park, Australia. The solicitation closes on June 4, 2026, and submissions must be made exclusively through the DLA Internet Bid Board System (DIBBS). The item is source-controlled and must be manufactured and tested using limited rights data that only qualified vendors with access or traceability to approved sources may possess, requiring a SAR package for source approval consideration. Technical and quality compliance is governed by the DLA Master List of Technical and Quality Requirements, with sampling governed by MIL-STD-1916 or ASQ H1331 Table 1, requiring zero non-conformances unless otherwise specified. Packaging and marking must adhere to MIL-STD-2073-1E and MIL-STD-129, including barcoding, with preservation methods prohibiting mercury compounds. The item is subject to export controls under ITAR or EAR, restricting disclosure to foreign persons and requiring DLA-approved contractors to complete specific training and certification before accessing controlled technical data. All offers must comply with mandatory FAR and DFARS clauses including employment eligibility verification, combating human trafficking, sustainable products, hazardous material identification, electronic payment submission via WAWF, safeguarding covered contractor information systems, and prohibition of hexavalent chromium. Inspection and acceptance occur at origin under FAR 52.246-2 and require submission of Material Safety Data Sheets prior to award. The basis of award is likely Lowest-Price Technically Acceptable, with compliance with all technical and regulatory requirements being non-negotiable and pass/fail. The contractor must maintain valid SAM registration, provide correct Unique Entity Identifier and CAGE code disclosures, and adhere to all socioeconomic and small business representation requirements as applicable. No option quantities or formal contract type are specified, and payment is to be processed exclusively through Wide Area WorkFlow with no alternative invoicing methods permitted.
