The contract solicitation SPE4A6-26-T-02HB calls for the procurement of eight PIN, SPRING items (NSN 5315016065559) to be delivered FOB origin to Puget Sound Naval Shipyard & Intermediate Maintenance Facility in Bremerton, WA, with a required delivery date of June 10, 2026. The supply must comply with stringent military standards including MIL-STD-2073-1E for packaging, MIL-STD-129 for labeling and barcoding, and MIL-STD-1916 or an equivalent zero-based sampling plan for inspection, requiring zero non-conformances in the sample lot unless otherwise specified. Critical, major, and minor attributes are assigned verification levels VII, IV, and II respectively, with AQLs of 0.1, 1.0, and 4.0. Bare item marking is mandatory, and all packaging, preservation, and marking must adhere to DLA’s RP001 requirements while strictly prohibiting mercury or mercury compounds, except for limited functional uses in batteries, fluorescent lights, sensors, and specified instruments per NAVSEA 5100-003D, which must include a secondary containment. The contractor must submit documentation for source approval per RC001 and comply with all technical and quality requirements listed in the DLA Master List of Technical and Quality Requirements. Invoicing is to be submitted electronically via Wide Area WorkFlow, and the item must be shipped by the fastest traceable means—parcel post is explicitly prohibited. The contract incorporates numerous FAR and DFARS clauses relating to inspection, changes, subcontracting, cybersecurity compliance with NIST SP 800-171, hazard communication, ocean transportation using U.S.-flag vessels, prohibition of hexavalent chromium and mercury, and restrictions on mandatory arbitration and confidential agreements. Offerors are required to provide their Unique Entity ID and CAGE code, represent their small business and socioeconomic status, and disclose any provision of covered telecommunications equipment. All submissions must be made electronically through DIBBS by the specified deadline, and the contract type remains unspecified pending award.
