The contract is for the procurement of a tapered, plain pin identified by NSN/Part Number 5315-01-488-4869, with a quantity of one unit and a delivery timeline of 20 days after the date of order. This solicitation is managed by the Defense Logistics Agency (DLA) under the Acquisition Supply Chain Management, specifically through the ASC Commodities Division of the Department of Defense. The contract incorporates detailed DLA packaging, technical, and quality requirements as outlined in the DLA Master List of Technical and Quality Requirements, ensuring compliance with stringent military standards, including sampling methods and quality assurance provisions like MIL-STD-1916 and MIL-STD-105/ASQ Z1.4. Additionally, the contract mandates strict adherence to rules governing mercury-containing materials, prohibiting the intentional addition or contact of mercury with hardware unless specified exceptions apply, and outlines requirements for physical identification and acceptance inspection at the point of origin. This procurement also includes critical export control provisions under the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), restricting the distribution of technical data without prior authorization from the Department of State or Commerce. Access to the export-controlled technical data is limited to DLA-approved contractors who have completed requisite training and certification processes. The place of performance for the contract is designated at an overseas military facility (FPO 96607), reflecting the federal nature and specific regulatory environment guiding this solicitation.
