AI Contract Overview
The contract specifies the procurement of eight PIVOT POST (Shaft, Sheave Assembly) units with NSN 1710-00-771-1281, requiring strict adherence to NAVAIR aircraft launch and recovery equipment traceability standards. All items must undergo Material Receipt Inspection (MRI) at NAVAIR Lakehurst prior to final delivery, and each shipment must include a Production Testing Inspection Report and a complete Material Certification Package—either bundled with the entire order or individually with each part if shipped separately. The items must be delivered to Naval Air Warfare Center Aircraft Division, Building 148-1, Joint Base MDL, NJ 08733, Attention: Drew Flast, with FOB destination terms applying. Engineering source approval is mandatory, and bare items must be marked with the contract number, NAWC CAGE code, and part number in compliance with technical drawings, which supersede any conflicting marking instructions. The procurement strictly prohibits ozone-depleting chemicals and intentional use of mercury or mercury-containing compounds except under narrowly defined exceptions such as batteries, fluorescent lights, or specific naval instruments, with all alternatives requiring prior government approval. The contract enforces comprehensive cybersecurity compliance under CMMC Level 2 and mandates adherence to NIST SP 800-171 for safeguarding Controlled Unclassified Information, with subcontractors subject to the same requirements. Export-controlled technical data governed by ITAR or EAR is applicable, and only contractors with approved JCP certification, completed DLA export training, and authorization may access such data. Packaging must comply with MIL-STD-2073-1E and RP001 DLA requirements, while marking follows MIL-STD-129 and UID standards per MIL-STD-130 using Data Matrix symbols compliant with ISO/IEC 16022 and ANSI MH10.8.2. Documentation requirements include the First Article Testing Report, Production Test and Inspection Report, and Certificate of Quality Compliance, all submitted via CDRLs and DD Form 1423s. The contract is rated under the Defense Priorities and Allocations System (DPAS) for critical national defense priority, and delivery must occur within 500 days after the order date. Invoicing is exclusively through WAWF, and the government retains the right to inspection and acceptance at the destination. Surplus items are not acceptable, and all work must be performed by an approved source with no alternatives
