The Department of the Air Force, through the Air Force Materiel Command's Air Force Life Cycle Management Center at Hanscom Air Force Base, is issuing a Notice of Proposed Contract Action for the annual gold support subscription of the Liferay Portal Enterprise Edition server. This procurement will be conducted via an existing enterprise-level contracting vehicle, specifically awarding to a holder of the ESI BPA contract. The acquisition is classified under NAICS code 511210 and does not require a small business set-aside due to the use of enterprise software agreements mandated by DFARS, which prioritize DoD enterprise-level purchasing options. This notice is informational only and does not constitute a request for quote or a commitment to a specific procurement method, with final competitive decisions resting solely with the government. No costs incurred by respondents in providing information in response to this notice will be reimbursed. The government has appointed an Ombudsman to assist in resolving any concerns related to the acquisition, who should be contacted only after issues have been raised with the Contracting Officer. For questions regarding this notice, the designated point of contact is Contracting Officer Christopher A. Pearson. The contract action aligns with FAR and DFARS provisions and is structured to ensure compliance with Department of Defense acquisition policies for commercially available software.
