The Department of the Air Force, through the Air Force Materiel Command's Air Force Life Cycle Management Center at Hanscom Air Force Base, intends to procure an annual subscription for JBOSS licenses using an existing enterprise-level contracting vehicle. This procurement will be awarded to an Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) contract holder in accordance with the Department of Defense’s guidelines, which prioritize purchases from enterprise software agreements without requiring a small business set-aside. The notice is a proposal for contract action rather than a request for quotes or a solicitation, and the government reserves full discretion over the acquisition approach without any obligation to compensate respondents for information or costs related to this notice. The contracting process is managed by the Battle Management Directorate, Intelligence Contracting Branch, and concerns or issues related to the acquisition can be addressed first with the Contracting Officer, Capt. Christopher Pearson, or escalated to the AFLCMC Ombudsman, Ms. Jill Willinghamellen. The notice emphasizes that no formal competition or RFQ will be issued from this announcement, and it includes references to applicable federal acquisition regulations. This action supports the ongoing licensing needs for JBOSS software within the Air Force’s operational environment and ensures procurement through established, authorized channels.
