The Wellness Ranch 3 project, located on a 106.5-acre parcel in Lakeport, California, involves the expansion and consolidation of cannabis cultivation operations under Major Use Permit PL-25-59 (UP 23-08). Approved by the Lake County Planning Commission on November 13, 2025, the project combines two previous Minor Use Permits to establish a total outdoor canopy of 107,120 square feet and an indoor canopy of 8,820 square feet. Outdoor cultivation utilizes fabric bags or amended native soil, while indoor operations employ two-tier racks with artificial lighting. The site includes various support facilities such as wells, water storage tanks, a hoop house, drying and storage containers, and a pesticide/fertilizer storage shed. Operational compliance is governed by a comprehensive Property Management Plan and adherence to CASQA Best Management Practices for landscape and building maintenance. Key requirements include a security plan approved by the Sheriff featuring physical barriers and alarm systems, and strict adherence to land disturbance windows between April 1 and November 15. Environmental oversight is managed through CEQA compliance, with a Mitigated Negative Declaration and water demand updates ensuring minimal impact on local groundwater. The project also mandates annual performance review reports, Regional Water Board reporting by March 1, and the use of the CalCannabis track-and-trace system for product identification.
