Planning and Economic Development Services

The Town of Orange Park is soliciting proposals under RFP-ECD-01-2026 for professional planning and economic development services. This continuing contract is designed to provide the Town with expert advice and direction regarding comprehensive plans, zoning ordinances, subdivision regulations, and development review policies. Key deliverables include preparing comprehensive plan amendments, researching grants, promoting economic development programs, creating neighborhood associations or brownfield designations, and developing town beautification programs. The selected firm will also act as a liaison with state and federal agencies. The contract features an initial three-year term with the option for two additional one-year renewals. Award decisions will be based on the best value, considering the qualifications of key personnel and the responsiveness of the firm, with additional value awarded to firms located within the Town of Orange Park. Proposers must provide fully burdened hourly rates for all key personnel. Submissions must be delivered in a sealed package containing one signed original, five hard copies, and one PDF version on a USB flash drive to the Town Clerk's Office by December 1, 2026, at 2:00 PM local time. Administrative requirements include the submission of a Conflict of Interest Certificate, a Human Trafficking Affidavit, and an Insurance Agent Acknowledgment form. The contractor must adhere to strict confidentiality standards and indemnify the Town against general tort, environmental, and intellectual property liabilities. Payments are processed approximately 45 days after the receipt of a proper invoice. Additionally, the contract incorporates non-discrimination provisions and compliance with Florida Statutes regarding scrutinized companies that boycott Israel.
