The contract specifies the procurement of 3 units of steel structural plates, each 0.250 inches thick, 96 inches wide, and 29 feet long, manufactured to MIL-S-22698 with heat treatment achieved through normalized or controlled rolling. Material must be hot rolled with sheared edges and supplied in whole-foot lengths only, with each plate weighing approximately 2368.6 pounds. Compliance with American Bureau of Shipping (ABS) Rules for Building and Classing Steel Vessels, Part 2, Section 1, and Appendix 2/D is mandatory, and all materials must be produced by an approved steel mill. The contract prohibits substitution of materials and requires the letters "AB" to be permanently marked on each plate to indicate conformity with MIL-S-22698. An ABS surveyor’s endorsement on all material certificates is required for acceptance, and certification of quality compliance, including mill test reports, must be provided with every shipment and forwarded to the DLA Contracting Officer. Continuous identification markings are required on every unit, including the DLA delivery order number, NSN, specification revision, grade, manufacturer’s name, heat and lot numbers, and dimensions, using stamping or stenciling methods that ensure legibility, permanence, and resistance to environmental damage; adhesive labels are permitted for smaller items. Packaging must comply with MIL-STD-2073-1E, with preservation and packing codes “Z” and “ZZ” conforming to ASTM A700, and palletization must follow DLA packaging requirements. Marking for shipment must adhere to MIL-STD-129, including dual unit quantities where applicable, and all government identification must be removed from rejected items. Suppliers must be listed on the Qualified Suppliers List for Distributors (QSLD) for FSGs 95 and 96, and any deviation from this requirement must be explicitly declared; non-compliant offerings are considered unauthorized substitutions with potential criminal penalties. The contract prohibits the intentional introduction of mercury or mercury compounds except in approved functional applications, requiring secondary containment for portable devices containing mercury. Cybersecurity compliance is mandated through CMMC Level 2 self-assessment, with safeguarding of covered defense information required under FAR 252.204-7012. Delivery is FOB origin with a 30-day ADO schedule, inspection and acceptance occur at the destination, pricing is firm fixed price with zero variance allowed, and payment must
