28--OVERSPEED ASSY
Solicitation # N0010426QEA69
The contract involves the procurement of eight units of the 28-Overspeed Assembly, identified by NSN 7H-2815-017256620, to be delivered to DLA Distribution Norfolk, Virginia. The Government intends to award this contract on a sole-source basis under FAR 6.302-1 due to the inability to obtain the necessary data for sourcing or repairing the item from alternate suppliers, and because reverse engineering is deemed uneconomical. Although the notice is not a solicitation for competitive proposals, interested parties have 45 days to submit capability statements, with the window reduced to 30 days if the award occurs under an existing Basic Ordering Agreement. The Government retains full discretion to decide whether to proceed without competition based on the responses received, and award is contingent upon the offeror, product, or manufacturer meeting all qualification requirements at the time of award as defined in FAR 52.209-1. The acquisition is designated as a Total Small Business Set-Aside, and the Government is not applying commercial items procedures under FAR Part 12, though any entity may still propose a commercial item alternative within 15 days of the notice. The primary point of contact for additional information is Rebecca Aglow of the Naval Supply Systems Command Weapon Systems Support, based in Mechanicsburg, Pennsylvania. The solicitation number is N0010426QEA69, with a response deadline of September 8, 2026. All submissions will be evaluated solely for the purpose of determining whether a competitive procurement should be conducted, and the final award will depend on strict compliance with eligibility and qualification criteria.

The work must be completed during one of two narrow windows—either August 11–12, 2026, or August 13–14, 2026—with the first date being the preferred schedule. Quotations must be received by August 7, 2026, at 2:00 p.m. Eastern Time and emailed to the specified point of contact with a carbon copy to the contracting officer. The procurement follows simplified acquisition procedures under FAR Part 13 and commercial item procedures under FAR Part 12, with NAICS code 336611 and no set-aside initially planned, though the government reserves the right to award it as a small business set-aside if advantageous. Offerors must provide warranty information and comply with all applicable FAR clauses, including those on trafficking in persons, equal opportunity, Buy American, electronic fund transfers, and prohibition of convict labor. The government may award on an all-or-none basis, selecting the lowest aggregate price rather than awarding separate contracts for individual items.
