This contract is a sole-source firm-fixed-price purchase order awarded to Corning Incorporated for the storage, maintenance, and protection of government-owned platinum with a purity of 99.96%, to be performed at Corning’s Manufacturing Services Facility in Bagneaux, France. The effort spans a ten-year period from April 1, 2021, through March 31, 2031, structured as two separate purchase orders, each with one base year and four one-year option periods. Corning is fully accountable for the platinum as government property under the Revolutionary Federal Acquisition Regulation Overhaul Part 45 and Revolutionary DoD FAR Supplement Part 245, requiring strict custodial responsibility and adherence to suitable storage conditions appropriate for the material’s integrity. The contractor must provide a detailed inventory status report, including configuration, location, weight, and purity, thirty days prior to the conclusion of each performance period. Price adjustments will be made using current Consumer Price Indices for both the base order and each option year. The procurement is justified as sole source because Corning is the only responsible entity capable of meeting the government’s requirements without incurring substantial duplication of cost, and no other source can satisfy the technical and operational need. The contracting activity is the Air Force Material Command under the Department of Defense, identified by the solicitation number FA855626QB002 and NAICS code 493110, with Shirley Breeze listed as the primary point of contact.
