Pleasant Hill 2040 General Plan

The City of Pleasant Hill is implementing a project to amend the Pleasant Hill Municipal Code, Title 18, in its entirety and update the city zoning map. This initiative involves the rezoning of 1,072 parcels across the city to ensure full consistency with the 2040 General Plan and the 2023-2031 Housing Element. Under the California Environmental Quality Act (CEQA) guidelines, the project is exempt from further environmental review, including the need for a subsequent or supplemental Environmental Impact Report or Negative Declaration. This determination is based on the fact that the project does not propose any new development beyond what was already disclosed in the certified 2040 General Plan Programmatic Final EIR. The City officially approved the project on November 17, 2025, concluding that no substantial changes were proposed that would necessitate revisions to the existing environmental documentation.
