PLER2025-00142 Aquifer Storage and Recovery Project Vineyard Surface Water Treatment Plant

The Sacramento County Water Agency is implementing the Aquifer Storage and Recovery Project at the Vineyard Surface Water Treatment Plant under solicitation PLER2025-00142. The project focuses on converting an inactive supply well, PW-1, into an ASR well, which includes the installation of a 100-horsepower pump, electrical controls, and 12-inch piping and valves to connect to the existing potable water system. Future expansions involve the construction of four additional ASR wells and the conversion of three active Excelsior supply wells. The technical scope includes removing existing pumps, conducting pre- and post-rehabilitation downhole video surveys, cleaning well screens and filter packs to remove sediment and biomatter, and reconfiguring above-ground pipelines to incorporate a backflushing loop. The project is governed by a Mitigated Negative Declaration, concluding that the work will not have a significant environmental impact, provided it adheres to the California Environmental Quality Act and Sacramento Metropolitan Air Quality Management District standards. Key operational timelines for pump installation, piping, and surface restoration are scheduled between July 2026 and October 2027. Special requirements include strict protocols for the discovery of human or Native American remains and compliance with EPA and CARB air quality standards. The project is managed by the Sacramento County Water Agency with primary coordination through the Environmental Coordinator and Director of Water Resources.
