PLER2025-00142 Aquifer Storage and Recovery Project Vineyard Surface Water Treatment Plant

The Sacramento County Water Agency is implementing the Aquifer Storage and Recovery Project at the Vineyard Surface Water Treatment Plant under solicitation PLER2025-00142. The primary scope of work involves converting the inactive supply well PW-1 into an ASR well, which includes the installation of a permanent 100-horsepower pump, electrical controls, and 12-inch piping and valves to connect to the existing potable water system. The project also encompasses the future construction of four additional ASR wells and the conversion of three active Excelsior supply wells. The conversion process requires removing existing pumps, conducting pre- and post-rehabilitation downhole video surveys, cleaning well screens and filter packs to remove sediment and biomatter, and reinstalling pumps with ASR valves. Additionally, existing above-ground pipelines will be reconfigured to include a backflushing loop. The project is subject to a Mitigated Negative Declaration, concluding that the work will not have a significant environmental effect, provided that specific mitigation measures are followed. Key compliance requirements include adherence to the California Environmental Quality Act, EPA and CARB air quality standards, and Sacramento Metropolitan Air Quality Management District emission control practices. Strict protocols are in place for the discovery of unanticipated human remains, requiring immediate work stoppage and notification of the County Coroner. Performance schedules indicate a phased approach, with initial pump and piping installations occurring in July and August 2026, and subsequent new ASR well installations and testing extending through October 2027.
