PRE-SOLICITATION NOTICE


The USPFO for Arkansas intends to issue a solicitation to secure Ground Disk for Camp Joseph T Robinson Training Center field maintenance operations for the Arkansas Army National Guard (ARNG).


The contractor shall deliver a Heavy-duty wheel offset disk harrow designed for modern agricultural applications, suitable for use with tractors in the 168-193 horsepower range.


Operation requires a single rear tractor hydraulic circuit for control. Must be built for durability and deep tillage, featuring sixteen 32-inch diameter, 3/8-inch-thick cutout (notched) deep concavity disk blades. Blades spaced at 17.75 inches apart on 2-1/8-inch heat-treated alloy steel gang axles with a weight of 625 pounds per disk and a total net weight of approximately 9,992 pounds, ensuring deep ground penetration. The axles must be supported by dual tapered roller bearings for longevity and smooth operation.


Standard Features Must Include:


• Adjustable disk blade scrapers to maintain performance in various soil types.


• Heavy-duty cast steel spacer spools and bearing wear plates.


• Two new 12.5L x 15 – 12 ply industrial tires.


• A complete hydraulic control group, including cylinders, hoses, and fittings to connect to the tractor.


• A drawbar with a jack stand and a safety chain for secure transport and storage.


• Two heavy-duty gang wrenches for adjustments.


Must be robust and reliable for breaking new ground and preparing fields, offering significant weight and cutting power for effective soil cultivation.


Same as or equal to a ROME TACW-16 would be sufficient as the current equipment utilized is the ROME TACW-16 and performs all required tasks appropriately. 


This notice meets the requirements of RFO 12.201-1 Simplified procedures, paragraph (c)(2)(i) in order to solicit quotations directly from suppliers. Vendors may contact the POCs in this pre-solicitation notice to identify interest, but there is no guarantee that all interested vendors will be selected to receive the RFQ when issued.


The solicitation is anticipated to be issued directly to suppliers on/around 7 September 2026. A Lowest Priced, Technically Acceptable (LPTA) evaluation is being considered, with an anticipated award date on / around 21 September 2026.
