The contract mandates strict compliance with technical data packages subject to export controls, accessible only via DoD SAFE upon coordination with the designated point of contact. Sampling must adhere to MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified, where critical, major, and minor attributes are assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. All units must be marked per MIL-STD-130N(1) and comply with MIL-STD-129P for labeling, including mandatory DOD linear and 2D barcodes with a valid Transportation Control Number per DTR 4500.9-R. Packaging must meet ASTM D4169 for performance testing, prohibit loose-fill cushioning, and conform to MIL-STD-147 for unitization, while commercial packaging standards like ASTM D3951 are superseded by more stringent defense requirements. Preservation of identification labels using MCP is required, and all shipments must be delivered within 90 days of award. The contract specifies inspection and acceptance at the destination and mandates electronic invoicing through WAWF only. Offerors must be registered in SAM with a current UEI and CAGE code and are subject to a Total Small Business Set-Aside under NAICS 334515.
