This solicitation, issued by DLA Aviation on July 27, 2026, is a Request for Quotations for the procurement of 90 machine thread plugs (NSN 5365-01-092-1998). The contract is structured as a Firm Fixed Price award with a delivery requirement of 131 days after the date of order, placing the estimated delivery deadline around mid-December 2026. The place of performance and delivery is Phoenix, Arizona. The award will be determined using a best-value trade-off approach, where non-price evaluation factors—most notably past performance, specifically SPRS assessments, historical quality, and delivery schedule compliance—are considered approximately equal in importance to price. The contract carries stringent regulatory and technical requirements, particularly regarding cybersecurity and export control. Contractors must maintain CMMC Level 2 certification and comply with ITAR and EAR regulations, which requires personnel to hold an approved US/Canada Joint Certification Program (JCP) certification and complete specific export-controlled technical data training. Quality management must adhere to ISO 9001:2015 or tailored higher-level requirements, with inspection and acceptance occurring at the source (origin) under a zero non-conformance acceptance criteria. Additionally, all packaging and marking must comply with MIL-STD-129 and DLA packaging requirements, and invoicing must be processed through the Wide Area Workflow (WAWF) system.

General Info

90 threaded plugs requested, delivery in 131 days, export-controlled technical data, DLA contractor compliance required.
