The contract supports the school's in-house facilities personnel in maintaining its residential campus, including academic buildings, dormitories, and administrative offices. The vendor will provide items on an as-needed basis via timely pick-up or delivery, with shipping required to be FOB Destination, Freight Prepaid. The initial contract term runs from December 1, 2026, to November 30, 2027, with the possibility of mutual renewals for up to five years. Bidders must submit a cost proposal featuring two components: firm percentage discounts and net unit prices for core market basket items, and flat percentage discounts for broader product categories based on manufacturer MSRP. Awards will be determined objectively using a weighted combination of the total extended cost of core items and average category discounts. Required submission documents include a cost proposal, three customer references, a certification regarding prohibited company status under Iowa Code section 12K.1(4), and a disclosure of terminations, litigation, and debarment. Background Information: The Iowa School for the Deaf (ISD) maintains a large, residential campus that includes academic buildings, dormitories, dining facilities, administrative offices, athletic spaces, and support infrastructure. To ensure the safety, functionality, and comfort of students, staff, and visitors, ISD performs most plumbing repairs, maintenance, and small-scale installations in house using its trained facilities personnel. Because these services are self-performed, the school requires ongoing access to a broad range of plumbing parts, materials, fixtures, and supplies to support routine maintenance, emergency repairs, and operational needs across campus. Securing a reliable vendor for plumbing supplies enables ISD to maintain uninterrupted operations, respond quickly to issues, and ensure that its facilities remain safe, accessible, and fully functional for the educational community it serves.
The Iowa School for the Deaf makes no guarantee of minimum or maximum purchase volumes under this contract. All items shall be ordered on an as-needed basis.
Through IMPACS and Attachment 2, Bidders must provide percentage discounts off the manufacturer's current published list price (MSRP) by specific item and product classification line.
Scope of Work: The Vendor shall provide plumbing supplies, materials, components, tools, and related items on an as needed basis to support the Iowa School for the Deaf in-house plumbing maintenance and repair activities. The Iowa School for the Deaf performs its own plumbing work and requires a reliable source for timely pick-up or delivery of high-quality plumbing products.
Site Visit: There will be no site visit for this solicitation.
Cost Proposal Submission Instructions: Bidders must fully complete and return the attached Cost Proposal and Market Basket Form.
Tab 1 (Core Items): Bidders must provide a firm contract percentage discount and the resulting Net Unit Price for every single item listed.
Tab 2 (Category Discounts): Bidders must state a flat percentage discount for the entire product category line based on the manufacturers’ baseline MSRP catalog.
Bids will be scored objectively using a weighted combination of the total extended cost of the Tab 1 Market Basket items and the average category discounts offered on Tab 2.
Failure to provide pricing for all core lines may result in the bid being deemed non-responsive.
Contract Term: The term of the contract will begin 12/01/2026 and end on 11/30/2027.
The Contract may be renewed by mutual agreement of both parties for up to five (5) years.

Electrical Services - Zone 3
Solicitation # 005-RFB-3144-2027
The State of Iowa is soliciting bids for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide electrician services for state-owned and leased locations exclusively within Zone 3. This region encompasses seventeen counties, including Adair, Adams, Audubon, Cass, Clarke, Decatur, Fremont, Guthrie, Harrison, Mills, Montgomery, Page, Pottawattamie, Ringgold, Shelby, Taylor, and Union, with a specific mention of the Iowa School for the Deaf in Clarinda. The contractor will be responsible for providing all labor, materials, equipment, supervision, testing, and incidentals. All design work is handled by the owner or a third party, as the state does not accept a design-build approach. The contract term is set to run from December 1, 2026, through November 30, 2027, with the possibility of mutual renewals for up to five years. Bidders must provide labor rates for journeymen and apprentices across regular, overtime, and double overtime classifications, as well as tiered trip charges and mark-ups for materials, equipment rentals, and subcontractors. Payment terms are Net 60, and the state prefers the use of its Purchasing Card Program. For any work classified as a public improvement under Iowa Code section 26.2, the contractor may only be engaged for purchases at or below the competitive bid threshold; projects exceeding this limit, such as full system replacements, require a separate competitive selection process. Evaluation of bids will be based on the bidder's years in business, technical experience, and past performance with government or business entities. Required submissions include a certification regarding prohibited company status, Form 22 for confidential treatment of information, and documentation regarding terminations, litigation, and debarment. Additionally, bidders must authorize the agency to conduct criminal history and background investigations of the company's officers, directors, and managerial personnel.
