PNA 484-111626 ICE in Support of ADP

The Georgia Department of Transportation Public-Private Partnership Division is seeking qualified consultants under solicitation PNA 484-111626 to provide Independent Cost Estimating services for Alternative Delivery programs, including major P3, DB, and CM/GC projects. The selected consultant will serve as an independent advisor responsible for developing contractor-style, production-based, bottom-up cost estimates and construction schedules. Key deliverables include independent quantity take-offs, evaluation of construction means and methods, project risk assessment and pricing, constructability and value engineering support, and commercial negotiation support. This is a presolicitation notice posted on October 7, 2026, with the formal Request for Qualifications expected on October 16, 2026, and a Statement of Qualifications deadline of November 16, 2026. Firms will be evaluated based on their demonstrated qualifications, relevant experience, and ability to perform the services. To broaden competition and attract specialized expertise, no GDOT prequalification Area Classes are required. The anticipated project team should include an ICE Principal, Project Manager, Lead Estimator, Discipline-Specific Estimators, and a Scheduler.
