CONTRACTING ORGANIZATION: United States Air Force 22 CONS/LGCA Contracting Officer: Rosa Krauss, DSN 743-4525 53384 Kansas Street Bldg 840, St 108 McConnell AFB, Kansas 67221 Purchase Request: F2Z2M31262A001 II. DESCRIPTION OF THIS ACTION: A. Upon approval to use other than full and open competition procedures, 22 CONS will issue a new contract to procure a Pneumatic Tire Bead Breaker on a sole source basis to Goodman Ball, Inc. B. Contemplated Contract Type: This is a Purchase Order contract, utilizing a Firm-Fixed-Price (FFP) pricing arrangement. III. DESCRIPTION OF SUPPLIES AND SERVICES: A. Narrative Description: The Goodman Ball Bead Breaker, NSN 4910-01-245-2865 RN is used to break the seal so that the rubber can be removed from the wheel of a tire for repair. The new bead breaker will be replacing the existing bead breaker which has worn and is in need of replacement. B. The cost of all equipment to include the warranty is $*******. The appropriation code is 3400. IV. STATUTORY AUTHORITY: The test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) V. APPLICABILITY OF AUTHORITY: A. This piece of equipment is a custom made commercial item modification for servicing and repairing KC-135 aircraft tires and is vital to the maintenance of daily operations. Market research was conducted by searching GSA and internet sites, and it has shown that Goodman Ball, Inc is the only company capable of making this product that meets our minimum needs. Goodman Ball, Inc manufactures the bead breaker is the only distributor of this product. This product includes a one year warranty and provides technical data for routine maintenance. VI. EFFORTS TO OBTAIN COMPETITION: This sole source justification will be posted on http://www.FedBizzOpps.gov to satisfy the requirements of FAR 5.102(a) which state the contracting officer must make available through the GPE solicitations synopsized through the GPE, including specifications, technical data, and other pertinent information determined necessary by the contracting officer. VII. FAIR AND REASONABLE COSTS: It is anticipated that the cost of this acquisition will be fair and reasonable. Actions anticipated to ensure reasonableness of the price will be accomplished with procedures and criteria contained in FAR 13.106-3 - Award and Documentation. The AMC Form 784 for Small Purchase Pricing Memorandum will be used, as appropriate. Detailed documentation and justification of price reasonableness will be disclosed in the official AMC Form 784. VIII. MARKET RESEARCH: Market research has shown that there are several bead breakers on the open market, however none of the bead breakers meet the specifications defined by our customer, which are our minimum requirements. This bead breaker is peculiar because it must have the ability to break the bead on an aircraft tire, which is much larger than a standard tire. It has been shown that Goodman Ball, Inc is the only company that can provide this, and they are the sole manufacturer and distributor of their product. IX. OTHER FACTORS: None. X. INTERESTED SOURCES: None. XI. STEPS TO FOSTER COMPETITION: A sole source intent notice will be posted to http://www.FedBizzOpps.gov for no less than 30 days. The goal is to foster competition and find other companies that might be capable of providing this requirement. XII. CONTRACTING OFFICER'S CERTIFICATION: The Contracting Officer's signature on the coordination document evidences that they have determined this document to be both accurate and complete to the best of their knowledge.
