The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis Retail Non-storefront License submitted on 03/12/2026 by Annie Bishop. Project Activities: The Project will consist of converting an existing Non-Storefront Retail (Type 9), Cultivation, Medium Indoor (Type 3A), and Distribution (Type 11) Annual License Application to an Annual License to be located on an existing site zoned for Public Facilities and Limited Manufacturing, PF-1XL; M1-1VL at 18339 Eddy Street, Northridge, CA 91325 (Assessor’s Parcel Number 2786-002-038). The Project-Specific Information (LIC-4013-FORM) submitted by the Applicant states that existing structures will remain with no expansion proposed (Exhibit A). Existing City sewer service is provided to the project site, and water and electricity are provided by the City of Los Angeles Department of Water and Power. Operations would be seven days per week from 6:00 a.m. to 10:00 p.m. Pre-application review has found the project to be consistent with planning and zoning. Further project site information is provided in the Project Parcel Profile Report from the City’s Zone Information and Map Access System (ZIMAS) (Exhibit B). Compliance with Los Angeles Municipal Code Sections 104.00 et seq. and 105.00 et seq., as well as DCR’s Rules and Regulations, does not waive or otherwise circumvent any other City or State requirements or necessary permits from the City, State, or other public agencies, such as the Los Angeles Department of Building and Safety, the Los Angeles Fire Department, or the Los Angeles County Public Health Department.
