Police Command Center IT Equipment

The Port of Houston Authority is soliciting competitive sealed bids for the Police Command Center IT Equipment project, specifically for the procurement of access control and camera parts. This is a box sale for parts only, and the scope explicitly excludes all labor and installation services. All responses must be submitted through the Workday eProcurement System by September 23, 2026, at 11:00 a.m., with a public bid opening following at 11:30 a.m. via Microsoft Teams. Submitted responses must remain valid for 120 calendar days after the due date. Bid security is not required for this procurement. Respondents seeking Small Business Enterprise participation credit must submit an executed Statement of Intent for each proposed SBE. To qualify for credit, SBEs must be first-tier certified contractors that perform a commercially useful function and are not used as pass-through entities. Credit is only granted for project-specific goods and services, and SBEs are generally prohibited from subcontracting more than 50 percent of the work counted toward the SBE goal without a waiver from the Port Houston Authority. Prime contractors are required to comply with the PHA Nondiscrimination Mandate and the Small Business Development Program's dispute resolution provisions.
