NOTICE OF INTENT TO AWARD SOLE SOURCE INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a sole source purchase order to Politico Pro, 1000 Wilson Blvd., 8th Floor, Arlington,VA 22209. This justification for sole source contracting is to purchase a yearly subscription renewal service to support the need to closely monitor and review Congressional legislative and policy news relating to the Medicare, Medicaid, CHIP, Marketplace, and ACA programs and initiatives, and assess its impact towards beneficiaries and other healthcare stakeholders. It helps CMS' Office of the Administrator (OA), the Office of Legislation (OL), the Office of Strategic Operations and Regulatory Affairs (OSORA), and MRG stay apprised of what is happening on Capitol Hill with information being delivered in real-time. CMS REQUIREMENTS: POLITICO Pro offers subscribers daily updates of the political landscape and is published every day that Congress is in session and on Wednesday when Congress is in recess. POLITICO Pro is an online news service that offers 1) POLITICO Whiteboard, healthcare and policy news alerts, 2) POLITICO Pulse, approximately 50 stories daily in real-time by top healthcare and policy reporters, and 3) POLITICO Influence, latest insider intelligence stories that drive political conversations, and a calendar with notable/key events featuring opinion leaders in journalism and private industry, as well as leading lawmakers. 4) POLITICO Congressional Directory, a play-by-play preview of the day's congressional news. 5) POLITICO Morning eHealth, a daily report on the intersection of health care and technology. 6) POLITICO Health Care Exchange Watch, which tracks the progress of efforts across the country to set up health insurance exchanges. 7) POLICITO HealthCare Medicaid Watch, which monitors the prospects of states opting into the health care law's Medicaid expansion. 8) POLITICO customization, readers can customize their news by tagging up to 25 keywords, from specific pieces of legislation, agencies, and can deliver daily emails based on topic areas. 9) POLITICO Pro Report, tracks the daily progress of daily stories. Breaking information and news is developed from a three-sentence alert to a 300-word story and takes about a minute for new content to be distributed to subscribers and another minute for readers to absorb the content, an important feature in CMS' fast-paced environment. Politico Pro is a good resource for CMS to get a quick snapshot of trending healthcare news throughout the day and healthcare landscape, particularly political and sensitive interest and/or issues. The OA, MRG, OL, and OSORA are the only components within CMS that receive this highly valuable and essential information; it is not available in the CMS library. NAICS CODES: The North American Industry Classification System (NAICS) is 511110. INTERESTED PARTIES: All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to qualify as a potential contractor for this procurement, the organization must provide technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 15 days of this notice, to the following electronic mail address: Lucille.Lee@cms.hhs.gov DISCLAIMER: This notice is not a Request for Proposals or a Solicitation, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government. The Government will not reimburse any bid or proposal costs as a result of this notice. No solicitation exists and requests for a copy of the solicitation will be disregarded. However, any future solicitation that will be open to competition will be subsequently issued on FedBizOpps in order to permit firms to respond
