Pool Management Services

Lee County Government Parks and Recreation is soliciting proposals for a service contract to provide comprehensive pool management and lifeguard services at O.T. Sloan Pool and Horton Pool in Sanford, North Carolina. The contract covers the summer swim season from May 2027 through September 2027, with the option for two additional renewals for the 2028 and 2029 seasons. The selected contractor will be responsible for full operational management, including staffing all positions such as pool managers, lifeguards, gate attendants, and instructors, as well as maintaining water quality, performing daily cleaning, and managing chemical treatments in compliance with Lee County Health Department and OSHA standards. Award decisions will be based on a balanced evaluation of the vendor's experience, qualifications, cost of service, and the detailed plan provided to execute the services. Key requirements include maintaining five million dollars in commercial general liability insurance, ensuring all staff hold current American Red Cross or equivalent certifications, and adhering to North Carolina state laws regarding background checks and E-Verify. Proposals must be submitted in physical format by September 1, 2026, and must include a staffing plan, fee proposal, and evidence of prior experience managing municipal or public pools.
