Port Offshore Wind Equity and Readiness Project (HA-1536) California Energy Commission Grant Agreement

The Port Offshore Wind Equity and Readiness (POWER) Project is a grant agreement between the California Energy Commission and the Port of Long Beach, administered through the City of Long Beach Harbor Department Environmental Planning Division. Operating under the Offshore Wind Energy Waterfront Facility Improvement Program, this project focuses on feasibility and planning studies to support the future design and development of the proposed Pier Wind Terminal Development Project. The scope of work includes engineering design, the preparation of cost estimates, the creation of funding and financing plans, and the development of an environmental impact report for the Board of Harbor Commissioners. Additionally, the project will evaluate seaport readiness, the floating foundation supply chain, and potential zero-emission strategies. A critical component of the agreement involves implementing engagement strategies to collaborate with industry stakeholders, public agencies, near-port communities, and California Native American Tribes. The project is located within the Port of Long Beach Harbor District, specifically covering the Southwest Harbor Planning District and the Outer Harbor in Los Angeles County. Under the California Environmental Quality Act, the project is exempt from further environmental review due to its status as a collection of information and feasibility studies.
